Scope Of WTO consulting & training conducted by us :

The objectives of the WTO training are :

To provide the participants with a greater understanding of the rules, operations and impact of the WTO Multilateral Trading System, including the Work Programme set out in the Doha Development Agenda (DDA), and on relevant regional trading arrangements; to enhance the ability of government advisors from developing and transition economy countries to implement the WTO Agreements domestically and to prepare them for effective participation in the work of the WTO, in particular for the DDA negotiations to build local and regional trade training capacity within domestic training institutions in developing countries.

These activities will seek to create or nurture existing local and regional expertise on the range of WTO subject matters. It is envisaged that the participants who will participate in the WTO Training will in turn be able to organize and conduct training courses themselves within the country .

The WTO Training is included in the 2003 WTO technical Assistance Plan that WTO Members endorsed last December and thus represents a priority technical assistance activity for WTO Members.

Course Instructors

The instructors for the WTO Training will include WTO trade experts from India .

Training Methodology

The training conducted by us is participatory and practical and will build on previous personal experience, focus on problem-solving and be directed at the three areas involved in job performance; knowledge, skills and attitudes.

The training workshop will incorporate planned and structured learning activities such as short interactive lectures, case studies, simulated WTO panel case exercises, negotiation skills practice and group discussions in the context of the participants' present and future job responsibilities.

Our team of professionals are trained as trainers and facilitators. The central feature of WTO training is the intense involvement from the conception of the course through delivery and follow-up. Our trainers facilitate the dialogue and provide a bridge between the subject matter experts and the participants. The trainers establish specific performance-related objectives for every aspect of the learning.

Course Content

The WTO Training offers in-depth training on the multilateral trading system embodied by the World Trade Organization, the functioning of the WTO and the implementation of these rules and obligations at national and international level. It also contains a skills-based component as well as a research component. The course curriculum will focus on enhancing understanding of the WTO system through practical exercises; developing a network of contacts and reference points; improving capacity to use modern communications technology to access WTO-related information; and acquiring skills to design, deliver and organize training courses.

Introductory Module for Least-Developed Countries (LDCs) and countries acceding to the WTO: focussing on issues of interest to LDCs and acceding countries such as the accelerated accession procedures for LDCs, Special and Differential Treatment for LDCs, the Integrated Framework for Least Developed Countries and other relevant issues for LDCs under the Doha Work Programme.

Module 1: Introduction to the multilateral trading system - Basic WTO principles and exceptions - The WTO as the rules-based framework for world trade including the institutional structure of the WTO; Application of the principle of trade without discrimination through MFN and national treatment in international trade relations and its exceptions, e.g. for developing countries and regional trade arrangements. Transparency through notifications and the Trade Policy Reviews. Predictability and growing access to markets: GATT tariff bindings and GATS commitments. Permitted trade remedies. Balance of payment measures.

Module 2: The economic context of the WTO rules-based multilateral trading system.

Module 3: WTO and developing countries: special provisions in the WTO Agreements; presence and participation of developing countries in the work of WTO. Increased technical assistance. Linkages between trade and sustainable development, particularly trade and the environment, and the role of trade development in a country's overall poverty reduction strategies and economic development.

Module 4: Market access and tariff negotiations: including an introduction to trade negotiations skills.

Module 5: Trade in Goods – the Sectoral Agreements - the Agreement on Agriculture. Doha: the on-going negotiations on trade in agriculture. Textiles agreements . Other products & goods .

Module 6: Trade in Goods – key Technical Agreements – Agreement on the Application of Sanitary and Phytosanitary Measures (SPS). Agreement on Technical Barriers to Trade (TBT). Rules of origin – their importance in the WTO and for preferential access. Customs valuation; import licensing; and pre-shipment inspection. Doha: the implementation-related issues and concerns set out in the Doha Declaration and the Implementation Decision.

Module 7: Permitted trade remedies: subsidies and countervailing measures. Anti-dumping measures. Safeguards. Doha: negotiations and clarifying and improving existing rules.

Module 8: Trade in Services - Scope of the General Agreement on Trade in Services (GATS); key principles on market access, national treatment and transparency; permitted exceptions and balancing regulatory reform with supervision in the services sector. Doha: the on-going negotiations.

Module 9: Trade Related Aspects of Intellectual Property Rights (TRIPs) - Private rights, public domain: protection and enforcement of intellectual property rights by developing and transition economy countries. Doha: the new negotiations and other work

Module 10: The enforcement mechanism: the Understanding on Dispute Settlement Mechanism. Doha: the new negotiations (clarifying and improving the DSU).

Module 11: Regional Trade Arrangements - WTO and regional trade. ASEAN Free Trade Area , NAFTA , MERCOSUR , EU et al .

Module 12: Training of Trainers – skills-based module on how to design, organise and implement trade training courses; focus on participatory training approaches, best-practice in the planning and delivery of the training sessions; and research on selected trade topics.
